ARREST IN "SPONGE" CASE SARATOGA SPRINGS, N. Y., Aug. 25. Belmont Conn, negro foreman of the George Arvin stable, was taken into custody late this afternoon and will be arraigned tomorrow morning on the charge of sponging the horse Panetian. Conn has been under surveillance sines the discovery of the crime and is at present in the Saratoga Springs jail awaiting arraignment. Panetian, owned by C. Leroy King, was sponged during the early morning hours of Monday, .necessitating his withdrawal from the Burgomaster Handicap,, in which he undoubtedly would have been the favorite. The Pinkertons have been working on the case since that time,
