KENTUCKY RACING COMMISSION LOUISVILLE, Ky., April 17. A report current in both political and racing circles is that William E. Smith and S. Sewell Combs are likely to be re-riamed on Gov. A. B. Chandlers racing commission for which former United States Senator Johnson N. Camden is reported to be the governors choice for the chairmanship. Other choices for the board, which consists of five, have not been mentioned. v
