VETOES LABORATORY BILL Governor Lehman of New York Kills Measure Providing- for Establishment of Saliva Test. ALBANY, N. Y., April 16. Governor Lehman tonight vetoed the bill that was designed to provide for the appropriation of 5,000 to the department of state to be used by the state racing commission for the establishment of laboratory facilities, including maintenance and personal services for the making of drug tests of the saliva of horses engaged in racing at the New York state tracks, and to determine if drugs had been administered to such horses. The bill also provided that the use of such proposed laboratory facilities may be used by duly authorized agents of any other state upon the payment of fees. Governor Lehman made no comment upon his disapproval of this legislation, which was introduced by Assemblyman James J. Dooling, Democrat, of New York City.
