G-MEN INVESTIGATING WASHINGTON, D. C.f Nov. 16. The Department of Justice took over the investigation of the explosion which damaged the German steamer Vancouver in the Oakland, California, estuary. Secretary of Commerce Roper, in making the announcement, said he had directed the Bureau of Marine Inspection to suspend its own probe of the explosion. He added that on the basis of the Bureaus inquiry it was appaxent that the damage to the vessel was caused by a detonation on the outside of the hull, on the starboard side, by some person unknown.
