NEW CALIFORNIA RULE SAN BRUNO, Calif., Nov. 16. The California Horse Racing Board have notified owners that a new rule has been written into the books of the state. It reads as follows: Rule 142. All horses claimed in other states and racing in California shall be subject to the conditions of the claiming rule in the state where the claim was made.
