REJECT BRITISH PLAN LONDON, England, Nov. 16. The British plan for withdrawing foreign troops from Spain appeared dead today as a result of Generalissimo Francos refusal to reconsider his rejection of the scheme. After another visit by representatives of the International Non-Intervention Committee to France, it was confirmed that the insurgent leader had refused to reconsider unless he were granted full belligerent rights instead of the proposed limited belligerent rights to be granted both sides. Full belligerent rights would mean that Franco could draw up under international law his own list of contraband goods, which his naval vessels would be permitted to bar . from Spain.
