CHAMBERLAIN VICTORIOUS OVER DUCHESS OF ATHOL PERTH, Scotland, Dec. 22. The appease ment policies of Prime Minister Neville Chamberlain scored a signal victory today when the Duchess of Athol, running as an independent conservative in opposition to the government, was defeated for re-election to the House of Commons. The Duchess, who recently visited the United States, resigned her seat because of dissatisfaction over Chamberlains policies. The laborite candidate withdrew and the election developed into a straight fight between the Duchess and the regular conservative candidate, running with full support of the Tory political machine. The Duchess polled 10,945 votes as against 11,808 for her opponent, McNair Snadden. Supporters of the Duchess attributed her defeat largely to the wild and stormy weather sweeping Scotland. Only 65.3 per cent of the total electorate turned out for the voting. The Duchess was stunned by the outcome, but in characteristic style, issued a vigorous statement attacking the government, declaring she still believes Chamberlains policies "are leading us into grave danger."
