DALADIERS NARROW VICTORY PARIS, France, Dec. 22. Premier Edouard Daladier today won a narrow victory in the Chamber of Deputies on a test of an essential part of his four-year plan for national reconstruction. Thirty-four abstentions made it possible for the Premier to win a seven vote majority in the second test of his parliamentary strength since the general strike fiasco. By 291 to 284, the chamber ratified insertion in the 1939 budget appropriation of a section approving Finance Minister Paul : Reynolds decree laws. Daladiers scheme of putting Frances economic and financial house in order by the use of decree laws will face further parliamentary examination. It is expected, however, that the government will win by narrow majorities.
