FORMALLY RECOGNIZE FRANCO WASHINGTON, D. C, April 1. The United States today extended formal recognition to the Franco government of Spain. Simultaneously, President Roosevelt signed a proclamation lifting the arms embargo which was clamped down on both factions in the Spanish civil war two years ago. Secretary of State Cordell Hull announced officially at his press conference that he had just cabled the Spanish foreign minister at Burgos that the United States government is now disposed to enter into diplomatic relations with the government of General Franco. Secretary Hull explained that this step constitutes formal recognition of the new government in Spain. Todays action made the United States the last major power, except Russia, to recognize the Franco government.
