Legislation Would Increase. Charity Funds in California SACRAMENTO, Calif., April 30.— A "do pass* recommendation was given here yesterday by the Senate governmental efficiency committee to legislation which will prevent the taking of huge funds from charity day proceeds by the federal government. Senator Ralph Swing, author of the bill, which by the vote, was sent to the upper house floor for action, was quoted regarding the new measure: "Under the statute as it stands today, the government says that all charity day proceeds are subject to income tax and the result is that charity gets very little. "This is a very technical bill and we think it is now in good shape. It amends the law so that all charity day income is separated and is recognizable as charity income. Charity, itself, is the licensee on charity days at the tracks."
