Commission Rulings Reported to Daily Racing Form FAIR GROUNDS, Detroit, Mich., May 23. At a meeting held at the commission office the rules governing novice races were discussed by the management, stewards and commission. The following rule was agreed on: A novice rider is a boy not over 21 nor under 16, who has never ridden a winner in any country other than a novice race, and who has not ridden more than five races as an apprentice in the calendar year. After a novice has been granted a permit to ride as a novice he will not - be eligible to ride in open races until he shall have won 10 races when he may apply for an apprentice license, and if such is granted he shall be granted all the privileges and allowances provided in the rule governing apprentices, and the races won as a novice shall not be counted against the time of his apprenticeship. If at the conclusion of the meeting he shall not have ridden 10 winners, he shall be eligible to apply for an apprentice license in any other jurisdiction. No whips shall be used in novice races. Every novice must be under contract to someone approved by the stewards.
