Charles Opens Track Office ATLANTIC CITY, Mays Landing, N. J., May 23. W. E. Charles, secretary-treasurer of the New Jersey division of the Horsemens Benevolent and Protective Association, will open his new offices at the track here tomorrow .morning. Charles will assist owners and trainers in securing jockey club certificates which must be filed with the Atlantic City Racing Association before their horses are permitted to start.
