Committee Approves Swing Bill SACRAMENTO, Calif., May 23. The Assembly Public Morals Committee yesterday gave a unanimous vote of approval for the Swing Bill, designed to eliminate federal taxes on charity-day racing funds. The bill now goes to the assembly for action, but because of technical amendments, will have to go back to the Senate for concurrence when it passes the Assembly.
