BAY MEADOWS IMPROVEMENTS SAN BRUNO, Calif., April 2. This being the time of year that all humans are supposed to appreciate the beauties of nature, talk of flowers and trees fill the air, and in that respect general manager Bill Kyne of Bay Meadows is keeping pace with his fellows. "I intend to make the Bay Meadows infield a thing of beauty," said Kyne yesterday. "I have commissioned a large force of gardeners to convert part of the space into a garden of flowers and make many other improvements." One of thenost notable additions to Bay Meadows this spring will be an outdoor paddock, which is being constructed under the supervision of Joe Nelson, chief aid to starter Harry Mor-rissey. The paddock is to be located in the infield almost opposite the finish line and will save the public the trip to the regular paddock to catch a glimpse of the horses previous to the running of each race. The whole paddock procedure can be seen from any seat in the grandstand or clubhouse.
