DOG RACING BILL FAILS LEXINGTON, Ky., April 29.— For the fourth time this year an attempt today to legalize dog racing in Kentucky failed. The House of Representatives at Frankfort voted voted 59 to 30 against the bill. This was followed by approval of a motion to indefinitely postpone further action on the bill. This means that the supporters of the measure will now have to muster 51 votes to gain a reconsideration of the bill.
