Foster, secretary of the Illinois Racing Commission, will be at Sportsmans Park Friday morning to receive applications for licenses of trainers, "jockeys and others required to have those papers. Foster also will distribute identification buttons to all horsemen stabled either at Sportsma.n.s Park or at Hawthorne.
