"It has been a privilege and a pleasure to be associated with them.. I regard the rehabilitation of racing in Ohio by these groups as one of the outstanding achievements of the racing year. "Another most pleasing development has been the advancement of Charles Kenney and Charles F. Henry to the front ranks of racing secretaries and handicappers of the country. They have everything that a racing secretary needs courtesy, ability and clean lines. I regard them as two of the most promising officials of the younger men coming up."
