DAILY RACING FORM OFFICIAL Kentucky Racing Commission Enacts New Rule on Penalties. Eligibility, Allowances . and Penalties on Kentucky Tracks Based on -Becords . ; of ; Publication. . LEXINGTON, Ky., April 17. Enactment of a rule, under which the reports and records; of Daily Racing .Form shall determine eligibility, allowances and penalties in all races under its jurisdiction, approval of the report of the license, committee-and the appointment of Dr. W.E. Coover, of this city, as official veterinarian,, comprised the principal action of the Kentucky State Racing Commission at .its meeting here last night. In designating Dally Racing Form and the Monthly . Form Books of that publication as official in ascertaining the records and purse winnings of all the horses starting in races at tracks under its jurisdiction, the commission passed the following rule: "In determining" eligibility, allowances and penalties, only reports, records and statistics, as published in Dally Racing Form and the Monthly Form Book shall be considered." The new regulation, offered by S. Sewell Combs, was adopted. ENDORSED BY SECRETARIES. The Kentucky Commission is not the first important turf body to place the stamp of approval on the authority of Daily Racing Form records and reports, commissions in several other states having passed similar rules during the past several years, while the National Association of State Racing Commissioners, in convention in Miami in January and by a unanimous vote, recommended such a regulation by all commissions. Endorsed by racing officials, particularly racing secretaries who have found them indispensible and 100 per cent accurate, Dally Racing Forms reports and records are used for the purposes set down in the new Kentucky rule at all recognized tracks In the United States, Canada and Mexico. Recently Daily Racing Form widened its coverage to include reports from other countries, the running of the Grand National, Englands famous steeplechase, in complete chart form, being published for the first time this year. Daily Racing Form has access to the official records of recognized turf bodies in all parts of the world. ONE REVISION. The only revision in the report of the license committee, composed of Charles F. Price, C. Bruce Head, T. C. Bradley, S. H. McMeekln and S. C. Nuckols, was that apprentice Joseph Jones, who had failed to file his contract properly before the license committee, did so and was included in those to whom licenses were granted. The license board recommended for licenses 242 trainers, forty-eight jockeys, sixteen apprentices and eight agents. The applications of Raymond Pollard for a trainer license, and those of D. E. Bryant and Earl Gross for jockey licenses were recommended for tabling, while those of four trainers and eight jockeys held for consideration are A. F. Lloyd, Pat McGonigal, E. E. Russell and H. Walkenhorsr, Jockeys in the same class are H. Callahan, J. Frederick, J. Judy, R. C. Cooper, Leon Haas, W. Lilley, Edward Martin and Miles Murphy. An appropriation of 00 from the jockey fund was made for Frank Stevens, former jockey, who Is ill in the Good Samaritan Hospital here. ,000 EXEMPTIONS. Maurice L. Galvin, secretary and treasurer of Churchill Downs-Latonia, Inc., reported that he, former United States Senator J. N. Camden and Hal Price Headley, president of Keeneland, had conferred with State Tax Commissioner James W. Martin in Frankfort and had been informed that an exemption of ,000 for each horse brought into the state will be permitted before the association will be required to hold "out stake and purse earnings, pending filing of a state income return by the owner. Vice-chairman William E. Smith, of Louisville, presided in the absence of Senator Camden. Others present were Mr. Combs,, Polk Laffoon, C. L. Croan and Tom Underwood, secretary, and Miss Louise Wilson, assistant secretary.
