BLACK PLANS TO HALT DEBATE WASHINGTON, D. C, April 1. Supporters of the administrations reorganization bill today battled vigorous opposition which forced the House to resume consideration of the controversial measure and blocked proponents plans to limit debate. Speaker Bankhead announced the vote was 206 to 139 on a motion to proceed with debate.
