MARRIAGE LICENSES DECLINE According to County Clerk Michael Flynn marriage licenses issued during the first nine months of 1938 totaled 23,812 as compared with 33,238 for the same period last year. Flynn stated that the reason for the decline is the new physical examination and three-day notice laws which went into effect on July 1, 1937. I
