MEXICOS STAND ON ALIENS MEXICO CITY, Mexico, Nov. 23. Only under "exceptional circumstances" will refugees from central Europe be allowed to settle in Mexico, Ignacio Garcia Tellez, minister of the interior announced today. Expatriated persons in the United States will be given preference, he said. Explaining that Mexico must think first of her own workers and merchants, the minister added: "With respect to the immigration of persecuted German, Austrian and Czechoslovak-ian Jews, the government of Mexico, which forms part of the Congress of Evian, has manifested its sympathy with the attitude of the President of the United States. Mexico has given instructions to its Evian delegates to offer the fullest collaboration in the solution of this grave problem. Under exceptional circumstances -victims of governments hostile to the essential liberties of their peoples will be admitted, provided they prove their persecuted condition."
