WITHHOLD ANNOUNCEMENT PARIS, France, Nov. 23. The French foreign office announced tonight a decision to withhold official announcement of the Franco-German declaration of friendship until arrangements for signature of the document have been definitely made. The announcement had been scheduled for tonight to coincide with the arrival here of Prime Minister Neville Chamberlain and Foreign Secretary Viscount Halifax of Great Britain. A
