,! A PERSONAL TRIUMPH FOR i SECRETARY C0RDELL HULL j LIMA, Peru, Dec. 17. With one major goal accomplished through adoption of a project for intensifying inter-American economic co-operation, the United States delegation to the eighth Pan-American Conference, today turned its attention to obtaining agreement on a proposed declaration for moral co-operation of the twenty-one American nations against outside aggression. Hope for a successful compromise between the United States and Argentine attitudes on the declaration which is to take the form of a pledge of "solidarity and conscience" was strengthened by the success of the American economic resolution, adopted unanimously at the conferences first plenary session. Adoption of the economic resolution, which applies concretely to the American nations, the principle of world-wide reduction of tariff barriers to free trade was seen as a. personal triumph for Secretary of State Cordell Hull, outstanding advocate of com-1 mercial freedom as a basis of political amity.
