LOWER STATE EXPRESS RATES The Illinois Commerce Commission has granted the Railway Express Agency authority to revise its rates on express shipments within the state weighing less than 100 pounds. The new rate schedule, which has. been sought for years by the Chicago Association of Commerce, will go into effect April 15.
