Complete Paving Construction Program at Wheeling Downs WHEELING, W. Va., May 14.— Wheel- 1 ing Downs most ambitious paving con-1 struction program has been completed, ; resident manager Edward S. Stumpp announced as workmen finished work in the mutuel department. An asphalt flooring has been installed under the entire grandstand. The project extends from the mutuel windows to the lawn. In past years only a small portion Of the ground under the stands has been covered with concrete. Now the asphalt provides a hard surface covering for more than 2,000 feet of space, Stumpp said. The first floor of the clubhouse has also been given an asphalt covering. Equally important is the 500-foot pedes- | trian walk constructed from the main gate on Penn Street to the entrance of the grandstand enclosure. The walk is eight feet wide and skirts the lawn in front of the barns from the gate to the five-eighths chute. From this point the pedestrian traffic will be directed across the vehicle highway to join another eight-foot wide lane which extends from the edge of the chute along the track and leads into the turnstile entrance.
