ARLINGTON HEIGHTS, 111., July 7.— The Illinois Racing Commission has amended the ! rule governing the claiming of horses, so that certain restrictions will be in force. The changes were made to prevent abuse of i 1 i open claiming. The new claiming rule, to go into effect Tuesday, is as follows: "All starters in claiming races shall . be 1 subject to claim, but only by an owner | either directly or through a licensed, authorized I agent, whose horses are registered I ■ at the course where the claim is made, but ! only for his own account. After the first six days of any race meeting such claim j | I shall not be allowed unless made by an . owner who has had a bona fide starter in a race during the meeting at which such claim is made. Horses claimed shall not be eligible to race elswhere during the term of the meeting at which they were claimed. The stewards shall be the sole judges of the quality of the horses in the stable of the claimant and shall decide when the ! spirit, as well as the intent, of this rule is being violated. They may, at their dis- i I cretion, declare any claim void. An affi- | davit shall be attached to each claim stating . that the claimant is acting solely in his own I behalf and that no other person, either directly or indirectly, is interested in such J claim. Any person making a false affidavit shall be ruled off and prosecuted for per- . jury. A horse claimed shall not be delivered ! ! by the original owner until authorization be given by the secretary, and the secretary | I shall require the proper amount to be deposited ! with the association, unless the ! claimant shall have such amount to his , credit with the association. No money shall accompany the claim. When a claim has been filed with the secretary or clerk of the course it is irrevocable and is at the risk of the claimant. "All horses may be claimed for the entered claiming price. Each horse shall run for the account of the person in whose name it starts, but title to the claimed horse shall be vested in the claimant from the time it leaves the paddock for the post. Every claim must be in writing, sealed and filed with the secretary or the clerk of the course fifteen minutes before post time for the first race each day and if more than one person should enter claims for the* same horse they shall cast lots for priority in the presence of the stewards or judges and the one determined by such lots to have the right of claim shall become the owner of the horse, whether he be alive or dead, sound or unsound, or injured during the1 race or after it. The secretary or any one else shall not open a bid nor inform an owner or any one else that a claim has been made until after the race has been run. No per- son can claim his own horse or cause his horse to be claimed, directly or indirectly, for his own account; nor shall any person claim more than one horse in a race. "Any horse that has been claimed shall, after the race has been run, be taken to the paddock for delivery to the claimant." •
