I CHARLES KENNEY S PROMOTION DETROIT, Mich., May 20.— The Detroit Racing Association will introduce to racing a new racing secretary at its fall meeting in the person of Charles Alexander Kenney, of Paris, Ky. Webb Everett, who will serve at the spring meeting, is under contract for five years to the Santa Anita Racing Association, which at the close of the present meeting will take his exclusive services. Charles Kenney has come up as a minor official under Judge Joseph A. Murphy, he starting himself as a racing secretary at the Harlem race track in Chicago in 1895, has brought up under him from minor positions some of the leading racing secretaries of the United States. He believes that through education and ability, Kenney is destined to be in time one of the leading secretaries of the country. Kenneys engagement was made possible through the courtesy of Roy Carruthers, who consented to release him from his duties at Washington Park in order to give the Bourbon County boy this opportunity for advancement.
