ORDERS USE OF CAMERA NEW WORK, N. Y., May 20— After the Misapprehension— Dizzy Dame race, in which no photograph was displayed, chairman Swope of the racing commission said he has ordered that in all finishes where the win-I ning margin is half a length or less, the I photograph be developed. It was also announced in excuse for not having shown the I photograph of this disputed finish that there was a flaw in the plant.
