DOPING MAY BECOME FELONY SACRAMENTO, Calif., April 15. The bill to make "doping" of a horse or dog a felony was deemed certain to become a law in California when it was favorably reported last night by the senate public morals committee. The measure already has passed the assembly by an unanimous vote. Anyone found guilty of "conspiring" to administer a stimulant to an animal to affect its running ability will likewise be guilty of a felony under the bill.
