HOLD BACK REPEAL BILL AUSTIN, Texas, April 28. A resolution seking to rearrange the crowded senate calendar, on to which was tacked an attempt to put the mutuel repeal bill ahead of other matters, was defeated today by a vote of 12 to 18, a two-thirds vote being required to change the order of legislation. Senator Pace, presiding, ruled Senator Woodruff out of order when he made the move to give the repeal measure preference, and the chair was sustained in the ruling by 18 to 8. The session will be at an end May 12, and it is not believed that the repeal bill can be reached by that time.
