McCarthy new housing agent Joseph W. McCarthy, 5200 Blackstone ave., well known architect, has been appointed to succeed John R. Fugard as head of the Chicago Housing Authority. Edgar L. Schnadig, 928 Hyde Park blvd., has been named to the board to replace T. J. Carney of Winnetka.
