I BOOKMAKING LAW INVALID The ordinance passed by the City Council of Chicago legalizing the operation of book-making on horse racing was declared invalid Tuesday by Circuit judge Harry M. Fisher. Judge Fisher gave his ruling against the "pari-mutuel brokers" licensing ordinance in a quo warranto suit filed against the city by former attorney general Otto Kerner, now judge of the Federal Circuit Court of Appeals. In the ruling judge Fisher declared the city has no authority to license handbooks because they are forbidden by state law, and that, in his opinion, any regulation of books must be reserved to the Illinois legislature.
