DOBKIN RETURNS HOME Edward M. Dobkin, well-known Chicago commissioner, has arrived home for the holidays after a lengthy vacation in Southern California and Hot Springs, Arkansas. Dob-kin was a spectator at the Chicago Black Hawks-New York Rangers hockey game Sunday night and spent most of his time greeting old acquaintances.
