If horses are handicapped at 115 pounds or over, the above penalties apply to the extent of one-half only; in the case of those handicapped at 120 pounds or over, to the extent of one-quarter only, and in the case of those handicapped at428 pounds or over, they shall not apply at all. Penalties in the case of three-year-olds shall not make the weight exceed 115 pounds. Penalties accrue from 5 p. m., Saturday, April 1, 1939. Starters to be named through the entry box the day before the race at the usual time of closing.
