KILL TEXAS RACING BILL AUSTIN, Texas, April 3. The Ragsdale bill to restore racing in Texas under pari-mutuel betting lost in the lower house of the legislature today by a vote of 66 to 61. The measure had been delayed for more than a week in reaching a vote while legislators sought to reach an agreement on a sales tax bill, which was substituted for Governor ODaniels original transaction tax measure to produce pensions for the aged. The sales tax substitute also was voted down today before the Ragsdale bill, under which the state was to receive a much larger share of the mutuels than formerly, and producing, it was estimated, close to two million dollars in annual revenue to the treasury. The Ragsdale bill had received a favorable report from the committee to which it was origi- nally referred.
