REINSTATE TOMMY ROSE TORONTO, Ont., April 3. Charles Hem-stead, owner of the Empress Stable, has been advised in a letter from the West Virginia Racing Association of the reinstatement of his horse, Tommy Rose, suspended on two charges of being stimulated at the Charles Town meeting last fall. The same letter communicated the information that Harry Stewart, who had charge of the horse for his Charles Town campaign, has been ruled off for life by the governing body of West Virginia racing. The horse had been suspended for ninety days, to March 1, on the first count, and for the period of a year on the second count. This latest action leaves : Tommy Rose free to race in Canada this year. Frank Higgins now has charge of the Empress Stables racers.
