WILKES -BARRE PAPERS RESUME WILKES-BARRE, Pa., April 3. Publishers of Wilkes-Barres three daily newspapers today were preparing to resume publication tomorrow. Publishers announced intentions of resuming work after members of the International Typographical Union Local 187 and pressmen agreed to proposals laid before them by the newspaper executives. The American Newspaper Guild, a CIO affiliate, which called the strike October 1, approved a contract between publishers and representatives and John L. Lewis, CIO chieftain, on March 21 in New York.
