AMEND PROPOSED LAW ALBANY, N. Y., April 3. State Senator John J. Dunnigan, democrat minority leader of the senate, today amended his proposed new law relative to licensing the owners, of thoroughbred race horses, trainers and jockeys. The subdivision added to the new bill reads as follows: "The state racing commission shall have the power to suspend and revoke any license granted under the present law after giving the licensee a reasonable opportunity to be heard."
