ROOSEVELTS FEDERAL REORGANIZATION PROGRAM WASHINGTON, D. C, April 25. Sweeping consolidations of the governments . credit, social service and public works agencies were proposed to Congress by President Roosevelt today in the first phase of his long-awaited federal reorganization program. The President proposed establishment of a Federal Security Agency, Federal Works Agency and Federal Loan Agency, consolidating under those three all of the government agencies now functioning in those fields. Agencies to be grouped under the Federal Security Agency would be the Social Security Board, United States Employment Service, Office of Education, Public Health Service, National Youth Administration and Civilian Conservation Corps. Merged into the Federal Works Agency, would be Public Works Administration PWA, Works Progress Administration WPA, Bureau of Public Roads, Public Buildings Branch of the Treasury Departments Procurement Division and the Branch of Building Management of the National Park Service and U. S. Housing Authority. The Federal Loan Agency would include Reconstruction Finance Corporation, Electric Home and Farm Authority, Federal Home Loan Bank Board, Federal Housing Administration and Export-Import Bank of Washington.
