B. lo i [ PLAN JOINT COUNTER MEASURES LONDON, England, June 14.— The United States and France are being kept in close contact with all developments in the Tientsin crisis with a view to formulate joint counter measures to Japans blockade of the foreign ! settlement, Richard Austin Butler, under secretary for Foreign Affairs, told the House I of Commons today. Butler disclosed that an i ! Anglo-French-American reply to Japan was i i under examination but its precise terms de-m I pends upon the extent of further action i i taken by Japan. Butler refused to reply to questions suggesting the Japanese denied the use of the ports of Hong Kong, Singapore 1 and Penang unless the Nipponese blockade is immediately lifted. Butlers statement that I the three major powers of the democratic i camp are already consulting as to what I action to pursue and the Whitehall spokesmens assertions that Britain will not tamely . submit to Japanese tactics in Tientsin, led to the conclusion some immediate reply to Nippon is forthcoming. ■
