: Test Blackout at Detroit DETROIT, Mich., May 23.-The office of Civilian Defense has ordered a complete test blackout in the Motor City on Sunday, May 24, from 10 to 10:15 p. m. It is imperative that every light of any kind or description be extinguished during the 15-minute period. Officials and horsemen at the Fair Grounds track have outlined a working plan to aid in complying with the blackout regulations and they are 100 per cent back of the "practice blackout."
