Vote on Off-Track Wagering NEW ORLEANS, La., May 27.— New Orleans will vote tomorrow on whether to approve Mayor DeLesseps Morrisons program to legalize and license off-track betting, a proposal of which is before the state legislature in the form of an amendment to the state racing law. In the language of the mayor, the question to be voted on is as follows: "Should the present racing law be amended to permit the regulation and taxing of handbooks outside the racetracks, as outlined in House bill No. 189?" The amendment is now in the New Orleans city affairs committee of the house, in session at Baton Rouge.
