Commission Rulings Reported to Daily Racing Form At a regular meeting of the Illinois Racing Board held here yesterday, Section 11 of Rule 297 of the Illinois Rules of Racing concerning the Daily Double was eliminated and the following substituted: "Rule 297— 11a. In the event any horse or horses in the first half of the Daily Double should be excused by the stewards after the horses shall have left the paddock, for the post, or after the betting on the Daily Double has been closed, or should any horse or horses in the first half of the Daily Double be prevented from racing because of the failure of the stall doors of the starting gate to open, the money wagered on any horse or horses so excused or prevented from racing shall be deducted from the Daily Double pool and refunded to the purchaser or purchasers of tickets on the horse or horses so excused or prevented from racing. "297 — lib. Should any horse or horses be scratched, excused by the stewards, or prevented from racing because of the failure of the stall doors of the starting gate to open in the last half of the Daily Double, all tickets including such horse, or horses, shall be deducted from the Daily Doubles pool and the pool or pools thus formed shall be distributed as a straight pool or pools to the holders of tickets combining the winner of the first half with the horse so prevented from completing the Daily Double. If no ticket is sold combining the winner of the first half with the horse so prevented from completing the Double, the pool formed as above provided shall be distributed as a straight pool to holders of tickets combining the horse finishing second in the first half with the horse prevented from starting." The application for reinstatement of Paul Glidewell, Billy Thompson, Earl Fonts, Nathan E. White, G. Olivera were referred to the License Committee for their report and recommendation. Also the applications for reinstatement of C. Greer and H. F. Broadway were referred to the stewards of the Fairmount race track for their report and recommendation. Action on Dr. J. M. Kaisers application for reinstatement was deferred until the next meeting of the board, at which time a hearing also will be granted C. E. Limerick, who has requested such and who at the present is under suspension by the board. The board also approved a change in Lincoln Fields officials for the last week of the meeting.
