Illinois Racing Board Members Appointed to NARC Posts Illinois Racing Board members continue to be active in the affairs of the National Association of State Racing Commissioners, as recent appointments by Leslie Combs n president of the NARC, show. Ednyfed H. Williams, board chairman, who was succeeded in the presidency of the NARC by Combs, is chairman of the executive committee, which is made up of all past presidents. Board member Frank E. Mandel has been appointed by Combs as chairman of the rules committee, which is also composed of George -Conway, of New Hampshire; Ashley T. Cole, New York; A. B. Gay, Kentucky, and William A. Shaw-cross of Rhode Island. William E. Fay, board member, is a member of the stimulation and drugs com mittee, of which Loyd Wright of California is chairman, and Charles F. Baldwin of Florida; George P. Mahoney, Maryland, and Ashley T. Cole, New York, are also members. Board secretary Clement A. Nance is a member of the jockeys and grooms committee, of which Charles F. Baldwin of Florida is chairman. Nance is also a member of the finance committee, of which Leonard Richards of Delaware is chairman.
