Maine Governor Signs Bill AUGUSTA, Maine, May 21.— Gov. Frederick G. Payne today signed a bijl prohibiting night racing at Scarborough Downs, Maines only running horse track. The measure, passed by the legislature two weeks ago, will take effect in 90 days. Thus, Scarborough which is scheduled to begin a 56-day meeting on June 30, will be permitted to stage night racing on all but 13 days of the session. It has already been announced by Scarborough, officials that the remaining dates will be completed with daytime racing.
