TRA Approves Guilds Policy BELMONT PARK, Elmont, L. I., N. Y., June 16. — Sterling Young, secretary of the Jockeys Guild, today reported the receipt of a letter from Spencer J. Drayton, executive secretary of the Thoroughbred Racing Associations of the United States, expressing "the latters support of "the Guilds program to suppress rough riding. At the last meeting of the directors of the TRA, Drayton presented a communication which the Jockeys Guild addressed to all racing commissions. "The directors have asked me to inform you," Drayton advised Young, "that they are very much in favor of taking any steps which might reduce rough riding. They also requested me to inform you that they are in hearty agreement with the recommendation of the Jockeys Guild that a minimum penalty for rough riding should be 10 days suspension."
