SPECIAL ALLOWANCES AT CHURCHILL DOWNS In all races at one mile or over except maiden races stake races or handicap any horse which has never won at a distance of one mile or over shall be allowed 3 Ibs weight allowance in addition to any other allowances to which he may be entitled inthe race Such allowance must be claimed at time of entry
