PROPOSES RACE AGAINST TIME SAN BRUNO, Calif., March 31. Contending the Bay Meadows race track is the fastest course in America, William P. Kyne, president of the San Mateo plant, today proposed a race against time to be held during the coming meeting that starts April 14. Kyne said he would make overtures to have either Special Agent or Top Row go after the mile record on the Bay Meadows track. As an inducement he expressed a willingness to offer 00 to either owner if the horse selected breaks the track record, one mile 1:37, and ,000 if the horse breaks the worlds record. Lin
