SEVERE TEXAS MEASURE AUSTIN, Texas, April 20. The lower house of the Texas legislature has passed the Hardin bill, which if it passes the senate, will impose more severe penalties on bettors and operators of books on horse racing than are provided for in the Bradbury mutuel repeal bill, now on the senate calendar. The Hardin bill, which received a large majority in the house, provides fines ranging from 0 to 00 for bettors, 00 to ,000 and up to two years in jail for bookmaking, fines of similar scale for owners renting or leasing property to bookmakers.
