SHELLEYS FUTURE PLANS ARLINGTON, Texas, April 20. Judge William H. Shelley, who serves as racing secretary at Churchill Downs and other tracks of the American Turf Association, leaves here Saturday night for Louisville, where on Monday he will open his office at Churchill Downs. He has made a preliminary I check on the weights he will assign the I Clark Handicap eligibles and they will be released from his office Monday.
